Bill Goodman, Highway Commissioner

Born and raised in Shields Township and Lake Bluff, Bill Goodman has been Highway Commissioner since 2005.

Bill has spent his working life in the construction trades, at first as a carpenter, then as a window salesman, and later as a sales manager. He helps manage a local window business in Lake Bluff. Bill is also a volunteer firefighter in Lake Bluff and holds the rank of Lieutenant.

Bill and his wife, Cathy, have five children and live in Lake Bluff.


Your Township Highway Commissioner is elected to oversee the Township Highway District, which cares for all the roads in the unincorporated areas of the Township.

In many respects, the Shields Township Road District is an independent government. Though the Township Board of Trustees certifies the Highway Department’s levy, the Highway Department operates and provides its services separately, working cooperatively with other Township departments and local officials to provide a high level of community service.

One-half of the tax amount levied by the Township Highway Department is rebated back to the communities it came from. This means that, for those who live in areas where roads are not maintained by the Township, a portion of their tax dollars come back to their own communities for road maintenance. This is a formula determined by the State and administered by the County.

Services to the Unincorporated Areas

The unincorporated areas of Shields Township include 9.3 miles of roadway in:

Arden Shores North and South — Located north of Route 176 and east of Green Bay Road.

Knollwood — Located between Route 176 on the south, Atkinson Road on the north, Route 41 on the east, and Bayonne Avenue on the west. The portion of Knollwood west of Bayonne Avenue is in Libertyville Township.

ROAD MAINTENANCE
The Department provides a variety of services as part of local road maintenance, including snowplowing, crack sealing and repaving of roads, care of drainage ditches, general repair of right-of-ways, and signage repair and replacement, among others.

PERMITS REQUIRED FOR RIGHT-OF-WAY WORK
For any work done on or near the road right-of-way, including but not limited to drainage, driveway grading, and culvert repair, a JULIE locater markup is required (phone 800-892-0123), and a permit and bond MUST be obtained from the Shields Township Highway Department. SNOWPLOWING
All vehicles must be removed from roadways when snow begins to fall so that snowplows can work. Vehicles remaining on roadway must be towed at the owner’s expense. Please help us to do our job effectively.
