Lake
County Board Awards Winchester House Contract to Health
Dimensions Group The Lake County Board
approved a contract with Health Dimensions Group (HDG)
to take over the management and operations of Winchester
House, Lake County's skilled nursing facility in
Libertyville. Lake County will continue to maintain
ownership and oversight of the facility. In
making its decision, county board members cited HDG's
experience operating 22 skilled nursing facilities in
four states, and specific

HDG's performance outcomes and high satisfaction ratings
from residents and families. The
action was based on a recommendation from the Winchester
House Advisory Board, which consists of individuals with
healthcare and financial expertise, and two members of
the county board. Their extensive analysis showed that
the current financial model was not sustainable due to
cuts in Medicare and Medicaid, and a higher wage/benefit
structure than the private market, resulting in
Winchester House losing its position in the marketplace.
Therefore, the advisory board recommended transitioning
to a county-owned, privately managed facility enabling
Winchester House to operate more effectively in the
marketplace, reduce costs, and preserve the mission.
It's estimated the change will save the
County about $1.5 million annually, even with the debt
service of a new facility. Winchester House is funded by
a property tax levy (approved by voters in 1982),
reimbursements from Medicare and Medicaid, and private
payments from residents. The current facility dates back
to the 1940's and is in need of costly upgrades and
repairs. The county board vote to approve
the contract was 15 to eight.

Traffic The Lake County Division of
Transportation has opened the new

at Hunt Club Road and Millburn Road in all
directions, to all traffic. This is the third roundabout
intersection in Lake County. The roundabout replaces a
multi-way stop intersection and will result in more
effective traffic movement through the area.

Lake County Board of
Review Implements New Preliminary Review
Process Over the last several years, due to
the historic changes in the housing market, the Lake
County Board of Review has seen a drastic increase in
the volume of appeals from taxpayers. Recent appeal
filings from three townships show an increase of 100%.
To more efficiently manage
this high volume of appeals, expedite the process, and
produce faster results for taxpayers, the Board of
Review (BOR) has implemented a new preliminary review

County Summer Youth Employment Program
2011
Approximately
150 young people learned valuable job skills and gained
meaningful work experience as
part of the Summer Youth Employment Program in
2011. The county funded program put 150 youth to work at
approximately 35 work sites throughout Lake County. The
summer workers were placed in camp counseling, light
maintenance and clerical support positions and were
paid $8.25/hour. Each participant was given a seven week
assignment and contributed to their community by
working at various townships, park districts,
cities, libraries, schools and non-profit organizations.
Local Election and Lake
County History What's in your attic or
drawer? A Lake County resident recently stopped
by the County Clerk's office with an interesting piece of Lake
County elections history found in his parent's home. It
was a campaign poster of H.W. Ferry who ran for County
Clerk in 1910.
Even
though Hiram William Ferry was considered a shoo-in for
the Clerk's race, he was unable to campaign the last two
weeks before the election due to an eye injury sustained
along the campaign trail and ultimately lost to Lewis
Hendee by 103 votes. Ferry eventually retired to
Waukegan, where he lived with his wife until his death
in 1947. Both their sons became Lake County deputies
during the 1940's.

County are encouraged to share their opinions by Oct. 21
about health conditions in the county. It should take
just 10 minutes to complete the online survey.
Participants will remain anonymous. The information will
be used by the Lake County Community MAPP Project
(Mobilizing for Action through Planning and
Partnerships) to plan for a healthier county. Surveys
are available for English speakers and Spanish speakers.
